On the basis of the 1967 Constitution, amended in 1992, Paraguay is a unitary republic of a presidential type headed by the President of the Republic, elected by direct universal suffrage for a five-year mandate; he is also head of the executive and exercises power with the help of the Council of Ministers. Legislative power is attributed to the Parliament, formed by the Chamber of Deputies and the Senate, whose members are elected for 5 years by direct universal suffrage. The system of law in use is based on a mixture of codes (French, Argentine, Roman); justice, which incorporates international provisions, is administered at its highest level by the Supreme Court, but there are also Courts of Appeal and courts of first instance. The defense of the state is guaranteed by regular forces, which include the army, navy and air force; military service is compulsory and takes place from 18 years of age. Its duration varies from 12 to 24 months, depending on whether it is carried out in the army or in the navy. The school organization has ancient roots: the compulsory primary education (from 7 to 12 years old) was introduced in 1870, that of the secondary school (divided today into two three-year cycles, starting from 13 years of age) in 1924, however, the serious shortage of schools and the fragmentation of human settlements have made it difficult to fulfill. There are also technical-professional (three-year) and technical-industrial and commercial secondary schools, which can be accessed directly after primary school. L’ Higher education is given mainly in the National University of Asunción (the oldest, founded in 1890), in the Catholic University (Asunción, 1960) and in other institutes. The illiteracy rate has decreased since the beginning of the new millennium, reaching 5.4% in 2007.
