Independent since 1847, Liberia is a republic. According to the 1986 Constitution, the President of the Republic, who is also the head of the government, is elected by universal suffrage for 6 years. Legislative power is in the hands of the Parliament, formed by the Senate and the House of Representatives whose members are elected for 9 years. The judicial system underwent radical changes in the 1980s and 1990s. It is based on the Common Law British and on tribal customs and is divided into three levels of judgment. The death penalty was abolished in 2005. After the end of the civil war, numerous paramilitary guerrilla groups disbanded. The defense of the country is entrusted to the Armed force of Liberia (the regular forces) divided into the three traditional weapons. Education experienced a sharp decline in the years of the civil war. Illiteracy affects 44.5% of the population, according to 2007 estimates. Compulsory schooling has a duration of 9 years; the system of studies provides for 6 years of primary school and two three-year cycles of secondary school, of which only the first is compulsory. Center of higher studies is Monrovia, with the University of Liberia (1862).
