Former Spanish colony, independent since 1841, based on the 1983 Constitution (amended several times), El Salvador is a unitary republic of a presidential type. Head of State and Government is the President of the Republic, who is elected for 5 years by universal suffrage and exercises executive power with the help of the ministers chosen by him. Legislative power rests with the unicameral National Assembly, whose members are elected for 3 years by universal suffrage. The judicial system is based on Roman and British law, but the enactments of the International Court of Justice are not accepted. In the country, justice is administered by a Supreme Court, which also functions as a Constitutional Court, and by courts of first and second instance. The death penalty is in effect only for crimes committed in war. The defense of the state is organized in the three traditional forces of army, navy and air force. The military service is compulsory and selective; it has a duration of one year and is carried out from the age of 18. The minimum age for voluntary conscription is instead 16 years. Primary education, compulsory, starts at 7 and lasts for nine years; secondary school starts at 16, lasts for three years and allows access to normal schools, commercial institutes and higher education. There are several universities, including the state university of El Salvador (1841). Despite the efforts made, illiteracy is still the most significant problem of education in the country: in 20017 the rate among the population was 11.5%.
